Patch panels provide better cable management, quicker setup and makes it easier  to troubleshoot your network.  Cables coming out of the wall can be damaged and you will need to repair the cable for the device to work.  If you have a wall plate, you can simply replace the patch cable which will be much quicker and less expensive than repairing the cable.

There needs to be space for the router and switch in the rack. The punch down needs to be labeled.
The punch panel drops need to be tested to see if they are in working order. If the drops are not labeled, then it is quicker to run new drops.
